Improvements in technologies are giving rise to an increased number of food-borne illnesses and food product recalls.

The Food and Drug Administration (FDA) is responsible for routinely inspecting the 150,000 food processing plants in the U.S. and 250,000 facilities throughout the world supplying the U.S. FDA readily admits they do not maintain the resources to effectively regulate the industry.

Congress is attempting to address this situation through varying legislative proposals that have been introduced. Some of the proposals call for increased facility inspections, a $500 registration fee for all food processing facilities and continuation of the practice of Food and Drug Administration relying on States for implementation and enforcement activities. But an overriding concern is the price tag of up to $1.4 billion over five years and the fact that unfunded mandates in the form of implementation and enforcement from Food and Drug Administration are likely to be handed down to already cash-strapped states and localities.
